19God will hear and answer them, he who is enthroned from of old, Selah Because they do not change, and they do not fear God.

19God shall hear, and afflict them, even he that abideth of old. Selah. Because they have no changes, therefore they fear not God.

19God, who is enthroned forever, will hear and answer them. Selah. They never change and don’t fear God.
