14Durch Beschluss der Wächter ist dieser Ausspruch, und ein Befehl der Heiligen ist diese Sache: damit die Lebenden erkennen, dass der Höchste über das Königtum der Menschen herrscht und es verleiht, wem er will, und den Niedrigsten der Menschen darüber bestellt.
